By Telegraph—Press Association— Copyright Washington, Dec. 15. Tho Court of Inquiry into the charges lodged by Admiral Sampson against Admiral Schley with regard to his conduct at the Battle of Santiago condemns Admiral Schley on eleven points of the indictment, holding that he acted in a vacillating, dilatory, and enterpriseless manner. Admiral Dewey warmly supported Admiral Schley.
