RHODES’ SCHEME.
PROPOSED MILITARY SETTLEMENT. By Telegraph—Press Association—Copyright London, Dec. 14. Mr Rhodes has suggested to Sir A. Milner a scheme for settling four thousand military colonists in the Transvaal and Orange States. He proposes irrigation farms, with communal grazing, at a cost of three milliods, with an annual allowance of fifty pounds each; also an expenditure of eight millions in settling two thousand yeomen on the best pastoral runs, the Transvaal to be made responsible for tho cost.
