kT OTICE IS HEREBY GIVEN that tlie Gisborne Borough Council intends to take the necessary proceedings to obtain the consent of the Electors to borrow £75,000 by way of Special Loan, the whole loan to be repayable at the end of the 3Uth year after issue. Ist. The particular undertakings proposed to be engaged in are a. A high-pressure water supply from Waihirere conveyed to Borough with 12-inch water mam. b. A drainage scheme for the Borough of Gisborne. c. Formation and metalling such streets and roads in the Borough as may be decided upon by the Council.
2nd. The sum proposed to be bor rowed for such purpose is £75,000 divided as follows
Water Supply £35,000. For Drainage £30,000. For Street Formation and Metalling £IO,OOO 3rd. The proposed security lor and provision for repayment of the Loan if, : The whole of the Water and Drainage Works as undertaken, and a Special Rate of not exceeding Is fid in the Pound upon the annual value of all rateable property within the Borough of Gisborne ; also, surplus alter paying for the annual working expenses from water supply rates, as under
Ist. 11l respect of the ordinary supply within the meaning of any Bylaw defining the same, a. The rates may he made and levied on all lands and buildings to which water is supplied, and the amount of each rate shall be based on the annual rateable value ;rs appearing on the Valuation Roll. , „ The amount of each rate shall be computed as follows : Where the annual rateable value does not exceed £l2 Ids, the late shall not exceed 10s per annum. Where the value exceeds £l2 10s the rate shall not exceed 7 per cent on the first £IOO of such value ; and Six per cent, on the second £IOO of such value ; and Five per cent, oil the third i>loo of such value ; and Four per cent, on so much ot such value as exceeds £3OO. b. Upon lands and buildings to which water can be, but is not, supplied, situate within 100 yards from any part ol the Waterworks, a, rate not exceeding one-half of the rates above mentioned: c Upon all buildings used as Stores, Warehouses, or for any purposes other than as dwelling houses, a rate not exceeding one-half of '.he rates above mentioned, hud. In respect of the extraordinary supply within the meaning of any Bylaw defining the same. Such rates may be fixed by any bylaw in that behalf, or as may oe agreed on subject to any such By-law, with any person receiving such supply. 3rd. In respect of any meter provided by the Council for measuring the cuiantity of water supplied, such annual charges as may be fixed by any By-law in that behalf It is stipulated that the money be borrowed for a term of 30 years, at a rate of interest not exceeding 1 p-r cent, per annum, and that the loan be taken up in instalments extending o.er sav. five years. The Special Kate and Water Supply rates to be due and payable half-yearly hi advance during the currency of the loan.
If, is contemplated that the preliminary expenses and first year's interest wli be paid out of loan.
