Cap Cerbere, Oct. 5. The Carlist agitation continues to increase. The police officers who were ordered to watch the movements of the Duke of Solferino declare that he has taken refuge in France. According to trustworthy information, the movement will begin at Berga and other places in the mountain district which forms the Carlist centre. Carlist committees are reported to be actively engaged on the French frontier at Prades, Yillefranche and Perpignan, where the worß is said to be openly carried on, and where there are many political refugees assisting them. Preparations for a rising are alleged to be nearly completed, and the Carlists are said to have 20,000 rifles that have been gradually brought in by smugglers. Uniforms have been made at Perpignan and brought into Spain at various points. The uniform consists of a blue blouse, red trousers and a peaked cap. A large supply of ammunition has been obtained from Cuba and the Phillippines. A rising is announced as arranged to take place before tbe proclamation of the accession of King Alphonso XIII.
