By Telegraph—Press Association. AA’el'Ungtou, last night. A new cable from Perth to Durban was officially opened to-day. Telegrams by this route will be charged at the following rates Cocos, 2s per word; Rodriguez, 3s per word. The rate for troop messages to South Africa, via Cocos, will be reduced from 2s to Is per word,
