Mr Chamberlain addressed a good Unionist gathering at Wavcrluy Market, Edinburgh. He gave a masterly review of the policy of the war. He said he profaned the Government being blamed for being Dew rather than too fast. The time, he said, was coming for the adoption of greater severity towards the Boer rebel guerillas. The speaker was tremendously cheered on describing the nation's patient, indominable resolution to carry on the war to a legitimate end.
Referring to the impossibility of the Boer terms of peace, which he declined to make, he paid a tribute to the colonies and their splendid co operation, which, lie said, was more valuable in its potential consequences in tho future than any alliance with the greatest Continental nation.
It was intended, he said, to curtail tho lrisl i rowdiness a.wl obstruction in the House of Commons by redress of overrepresentation and dissolution. Sir li. A. Campbell-Bannorman, spoakiug at Stirling, said he still favored Home Rule, :hough no actual alliance existed with tho Irish members. lie denounced the policy of what he termed subjugation and annihilation being pursued in South Africa.
