JAPAN AND MANCHURIA. THE DOWAGER EMPRESS. By Telegraph—Press Association—Copyright Tokio, Oct. 25. The Japanese press is unanimous in declaring that- it cannot allow Manchuria to become a Russian possession. They regard the promised withdrawal as illusory. They protest that southern viceroys represent Chinese opinion in regard to Russia. Japan is negotiating with Citing and Li Hung Chang for concessions adjoining that of the British and French at Shanghai.
The Standard’s Shanghai correspondent states tiiat it :s ("ported that Yungli informed Li El: g (’hang that tlre Dowager strong!v dee: os the friendship of Russia, who proip'icd to prevent aggression and to protect her at I’ekin. He added that the Manchurian treaty must he promptly concluded. The Dowager is relying on rough's support against tho opposition of the southern A’iceroys.
