The Times’ St. Petersburg correspondent states that the Russian troops within striking distance of Afghanistan do not ex -ced 800 U. ivit.li thirty guns.

The Czar. M. de Witle, Minister of Finance, and Count Lansdorff, Minister of Foreign Affairs, are anxious to maintain general peace. The Czar expressed tho wish that subordinates in the vicinity of tho Afghan frontier should he impressed with the determination to avoid contlict.
