CZAR’S GIFT TO TIIE DISTRESSED. By Telegraph—Press Association—Copyright Berlin, Sept. 24. The Kaiser carried the Czar’s gift of 5000 roubles to the Russian frontier town of Wysztzten, which was recently burnt. In his speech ho eulogised the solicitude shown for tho sufferers, and raisod cheers for tho Czar in Russian.
