The resolution adopted yesterday afternoon by the majority of the Hospital Trustees will come rather as a surprise to most people. Had the Trustees 13 objected to the proposed ward for !S contagious diseases being placed in n the Hospital grounds for the reason ” that it would be too near the main Hospital building, or because there was no room, the argument would have been reasonable, but to object e to it because the Trustees did not _ desire to have the responsibility is a decision open to much criticism. It 6 looks like a battle between tweedledum and tweedledeep- for when it is all summed up there is not such a great e difference between the constitution of S the various bodies, and in refusing to take any responsibility the Trustees are Q merely placing the respousibilit}' on '' others who can hardly claim to have the experience that the Trustees have 1- in Hospital matters. iSome of the f speakers commented on the little use that was likely to be made of the building, yet in the next breath they spoke of the great expense that would g be entailed. The request was described as the thin end of the wedge to get the Trustees to take control of the building. There should be no thin end of the wedge about it. It would rather be supposed that the Trustees, having the necessary experience and organisation, would have : readity assented to a proposal that ! they should take the responsibility, instead of leaning in the direction of that multiplicity of local bodies which does away with all economical working. The Council has plenty of work to do in health matters, and is now, unaided by the County Council, taking the full responsibility of the charitable aid administration, and other bodies should give hearty assistance, instead of taking up the line that they fully favor a proposal, but do not want the responsibility of managing it. If a ward has to be built and a staff maintained for cases that may only occur once in sixteen years, it will be an expensive matter for the taxpayers. It would bo a very simple thing for the Trustees to arrange for the staff whenever the building is wanted for a contagious case, quite as easy as it would be for the Council to do it, and other things considered, much less expensive for the taxpayers. The Council, as Health Board, has power to go to a large expense, but surely the people who have to pay for it all are entitled to consideration, |
