VENEZUELA AND COLUMBIA.
By Telegraph—Press Association—Copyright Washington, Sept. 4. America has offered to mediate between Venezuela and Columbia. Mr Hay, Secretary of the State, hints at American intervention if the neutrality of the Isthmus of Panama is infringed. The Venezuelan Government alleges that Columbia caused the difficulty.
