M. DELCASSE DECLINES TO ARRANGE AN INTERVIEW. By Telegraph—Press Association—Copyright Paris, Aug. 31. Dr. Loyds has asked M. Delcasso to arrango with tho Czar to grant Kruger an interview during tho Czar's visit to Compergnc, Franco. M. Delcasso raised serious objections to the proposal, not desiring to causo pro-Boer demonstrations.
