By Telegraph—Press Association—Copyright Berlin, Aug. 28. Prince Chun, en route for Berlin, w a s detained at Beule. He alleges illness the cause, but there- are- indications that he was aggrieved that only officials wero appointed to receive him on arrival at Potsdam. The Emperor of Germany now refuses to receive him until the protocol is signed.
