By Telegraph—Pres3 Association—Copyright Paris, Aug. 27. /he Sultan not having fulfilled his promise in connection with the Constantinople Quays Company, M. Dolcasse, Minister of Foreign Affairs, has ordered M. Constans, the French Ambassador, to leave Constantinople. M. Constans started for Paris yesterday. M. Bapst is acting charge-d’affairs in the Turkish capital.
Constantinople, Aug. 28. The Sultan wished to retain the right of pre-emption of the quays for twelve months.
