Can anyone tell tne if a person residing, say, on"the Waikanae, being a voter, but not a property owner, would have as much sayin the conduct of affairs in the over-river suburbs as a man who had for years saved up to build a home there ? An extended franchise is needed in the borough, where a few big non-resident voters could at one time swamp everybody else ; if it had not been for those big votes Gisborne would have bad water and drainage, and bad it paid for by now. —I am, etc., OvElt-R IVF.K.
