By Telegraph—Press Association—Copyright Melbourne, August 21. In the House of Representatives, the State Assembly Conventions Bill was read a second time by a majority of four. There is considerable excitement over the Budget, which the Treasurer will deliver on Tuesday. In the House, Mr Barton stated that he was in communication with the Imperial Government ro the control of New Guinea, and was unable to make a further auuouncemont till he received replies to a number of clearly-defined questions.
