MISCALCULATION AND INSUFF! CIENT PRECAUTION.

Tho court-martial in regard to tho foundering of the Viper reprimanded Lieut. SpeaUe, who was on watch duty when the Viper foundered in a fog. The Court found that he had made a miscalculation, and had not taken sufficient precautions.
