ENCROACHMENT OF FOREIGNERS FEARED. By Telegraph—Press Association—Copyright London, Aug. 15. A Bill authorising the construction of a pier at Berehaven for the purpose of accommodating steamers traversing the Atlantic in four and a-half days was read a second time in the House of Lords, after passing the House of Commons. The passage of the measure has created commotion in Liverpool, as the step is regarded as foreshadowing the establishment of turbine steamers, run by foreigners, although it was stated in the House of Lords that the vessels were being built in Great Britain,
