ARRANGEMENTS MADE
By Telegraph—Press Association—Copyright Hongkong, August 5. The Allies have arranged a now Cbineso tariff’, to come into operation on tho Ist of October. Prince Clung lias been appointed Chief President of tho Chinese Ministry of Foreign Affairs. Wang Weasao, a former member of the Imperial Council, and Kuhungshi are the other Presidents. The Allies have sanctioned tho proseuco of iiOOO Chinese regular troops within a distance of twentv li of Pekin.
