Mr T. McKenzie (Waihemo), speaking on the Patea Harbor Bill to borrow £IO,OOO for harbor improvements, made some remarks on the Wanganui and Napier harbor works. Referring to the Napier breakwater he said the money spent on it was literally wasted, as the protective works could not be used when the weather was rough, and he asked | what was the good of harbor works when the large ocean-going boats could not come alongside to discharge. Mr Millar (Dunedin) here rose to ask what the Napier harbor had to do with the Patea harbor. The Speaker said he must rule that the member for Waihemo was travelling rather wide of the subject; to which Mr McKenzie replied that he was endeavoring to show that the towns were responsible for harbor expenditure—and not the country.
