By Telegraph—Press Association—Copyright Hongkong, July 30. Ministers have notified tho Chinese Envoys that the Powers have agreed to an indemnity of four hundred and fifty million taels. The Chinese fear that the welcomo accorded at- St. Petersburg to tho Thibetan mission is designed to strengthen tho Russian diplomatic action when the Manchurian question is re-opened. Tho Chinese indemnity is payable from the balance of Maritime Customs, native Customs, and salt, also raising tho import tariff to five per _ent., dependent on tho conversion of ad valorem into specific duties, and the improvement of the course of the Peiho-Shanghai rivers.
