The Government have brought down an amendment schedule of the Loan Bill totalling T 2,197,000. Much wrangling occurred, and several large items were replaced, bringing the amount to over three millions. Melbourne, July 19.

A Bill has been introduced in the State House of Representatives suppressing the use of trading stamps and coupons, and providing for the issue of discount stamps. Owing to a strong protest from the shipping companies against the clauses in the inter-State Bill seeking to interfere with the rates of freights, Sir W. Lyne will probably excise or madifv the clauses. The Senate lias amended the Postal Bill in the direction of retaining the present rates until voided by the Governor General. The Postmaster-General explains that before penny post is introduced it would be necessary to know how the revenue and expenditure stood. It would take twelve months to find this out.
