Mr Kirker, manager of the South British Insurance Company, says the object of the insurance companies in increasing their rates was to arouse public feeiim’and stir up the municipalities to a sense" of their responsibility, which has been effectually done. When the towns are provided with first-class water supplies and thoroughly up-to-date fire brigade equipments and appliances, the insurance rates will be reduced.
