A Judicial Thunderbolt.
By Telegraph-Press Association—Copyright London, May 29. The New York correspondent of the Times states that the decision of tho Supreme Court in connection with the Porto Rican Customs dues is the most important one delivered since the decisions arising out of the civil war.
By a majority of five to four the Court declared that the American Constitution does not follow the flag without action on the part of Congress. President McKinley is virtually enabled to strengthen his hand on the new possessions. Four of the strongest Judges, including the Chief Justice,, dissent from giving President McKinley a free hand in the new possessions. The majority. comprise four Republicans and one Domocrat, and the minority two Republicans and two Democrats.
The Court, alarmed at the sweeping consequences of its ' decision, withholds judgment on a similar issue concerning the Philippines till October.
