The Kaiser has issued an order to the German military authorities in China to preparo to disband tho Headquarters Staff and reduce tho strength of the forces there. The order has been received in Pekin with a sigh of relief. The Germans had handed Hanking to tho British shortly before the discovery of Kvupp guns.

Many Germans arc irritated because Americans have latterly guarded tho forbidden City at Pekin. This is interpreted as a reflection on German honesty. A slight fracas occurred owing to disregard of the American sentry orders in connection with traffic repairs of a street. Ono German was wounded.
