Wanganui, last night. v At to-day’s sitting of fhe National , r Council of Women papers were read on ._ “ Some defects of tho primary school sys- _ torn,” and on • 1 Party government.” The 0 following resolutions were carried : “ That l the Council views with dissatisfaction the . manifest inefficiency of the New Zealand 1 Parliament as an instrument for readily obtaining beneficial legislation or adminis- , Ration; ” “ the Council is of opinion that 3 in order to effect any improvement in j Parliamentary methods the House of Representatives should elect the members . of the Cabinet, who shall thus be made directly responsible, and removable by the House;” “the Council is further of opinion that each member of the Houso should be free to act according to tho wishes of his' constituents or the dictates of conscience, and should not be the mere slave of party; that the Council urges upon Government the necessity of introducing a Bill providing for the application of the initiative and referendum on all questions of social importance; that Government be asked to bring in a Bill which shall ensure majority representation ; • that to mitigate the evils which arise’from 'the presefit system of i appointment to the Civil Service a Board I bo appointed directly by House of Repre- ] sentatiyes, such Board to have the sole ) power to appoint all ’ civil servants; that 1 the system of Party Government in New f Zealand has many evils connected with it, c and is entirely unsuited to the eircum- a stances of the colony. t
