The first meeting of tlie Borough Council elected under the new Act was naturally anticipated with some curiosity, for it might fairly be regarded as giving an indication of the constitution of the new Council. It is with pleasure we take the opportunity of congratulating the Council on its attitude. If a j udgment for the future can be baaed on the experience of last night—and that is not altogether unreasonable the newly - constituted body may be described as the working Council. Bast night, the Council applied itself to business in a way that was most commendable, there was no frittering away of time or unnecessary talk, every word spoken being to the point. Possibly, as the Council grows older, it may fall into bad habits, but it is to be hoped that the good commencemont m.ade will be followed out during the whole course of the Council. The new Councillors showed a keen desire tO &° anything in the way of improving the tsoiU”^ 1 - to make it, as Cr Miller put it, “ a clean city.-’ r ' tainly, judging the Council from the proceedings last night, wo can safely rely on excellent work being done during the Council’s tenure of office. So .much for the meeting. It now remains to be seen how far Councillors will apply themselves to detail work, not merely on committees, but outside of the Council room altogether. A Councillor’s duty goes far beyond attendance at meetings) Their work should always be before them when they are about the town, or even when they are in other towns they can be doing good work. It is to be hoped that the new Councillors will bear this in mind, and if they do they will always corns to the meetings well prepared to deal with muti ora brought before them. There is much work t? do, and we look with confidence to the new Council to* ably dp their part in the carrying of it but,
