A New Paper.

AVITH A SPECIAL AIISSION. Paris, Alarch- 23. A daily newspaper called La Alarole Publique will start publication here on April Ist, backed by. a powerful association, including society women, Senators,’ lawyers, and men prominent in every calling. The prospectus announces that tho new paper, besides giving the news, will make a special feature of defending the public by obtaining necessary laws and prodding the sluggish authorities to a rigorous application thereof. It will wage a war against impropor illustrated papers, vicious books, questionable posters, overfree stage productions and dens of all sorts. The prospectus says.: “ France, and especially Paris, too long has been held up to foreign nations as a place where vice is most freely displayed and most artistically catered to. AVe intend to purify tho capital and country and regain their good repute. “ AVe want-Paris and we want France respectable and clean. AVe shall protect wives and children from corruption by this overwhelming ambiancy of nastiness.” '
