THE NEW COUNCIL.
The first sitting of the newly-consti-tuted Borough Council takes place tonight. The new Council will be in marked contrast to that of the old one, for the reason that it will be in the main composed of new members, though they are not all new to Council work, and all are men of consider-
able experience in the affairs of the town. The tenure of office of the new Councillors is two years, while that of the Mayor is for one year. There is much for the Council to do, and we hope that it will be done with due deliberation, and not with the idea that because a change has been made the policy of the past must bo changed with feverish haste. The infusion of the spirit of progress is very desirable, but it is hoped that the Council will resolutely apply itself to practical work and set itself against making the Council a sort of debating school.
