MANIFESTO OF N.S. WALES MINISTRY. By Telegraph—Press Association— Copyright Sydney, April 27. The State Premier Ims issued a manifesto outlining the Ministerial policy. Parliament expires by effluxion of lime in August. Owing to the opening of the Federal Parliament and the Duke of York’s visit, it will be impossible to assemble before early in July. It has been decided not to moot,’ but dissolve at the earliest possible moment. Federation rendered necessary a reduction in tiic number of members and- other important changes in tho State Constitution. lie proposes the introduction of a Bill empowering the people to effect these changes, and suggests the election of a- Convention on the basis of adult suffrage to frame tho Constitution, which would afterwards lie - revised by both Houses and referred to tho people to bo finally accepted or rejected. Other proposal! legislation is industrial arbitration, female suffrage, workmen’s holdings in the vicinity of large centres of population, the despatch of exports to open up British and The revenuo is stated to bo in a healthy condition. The State is living within its income. The cost of combatting tho plague and sending troops to South Africa was £200,000, for which special provision would have to be made. The .nett cost of the late Federal celebrations was £53,000.
