Fifteen thousand land owners, merchants, and litterateurs of Moscow and St. Petersburg have signed in one week petitions to the Czar askking him to grant a constitution to the Empire. General Van Voviska, Minister of Education, has released two hundred students who were arrested during the recent riots.
The polico offices have been besieged by women begging nows of missing husbands and children who are bclioved to have been either imprisoned or killed. Nevertheless, numerous arrests continue to be made.
