The Standard states that Chang Chitung, one of tho Yangtze viceroys, on Wednesday reviews twenty thousand foroign-drillcd Chinese troops, ready for any expedition. The Telegraph states that Russia claimed tho oxpenso of maintaining ono hundred and twenty-three thousand troops in China, and lor the losses caused by tho destruction of the railroad in Manchuria.

FRUSTRATING RUSSIA. GREAT BRITAIN THANKS THE VICEROYS. By Telegraph—Press Association—Copyright London, April 13. A Shanghai correspondent reports that Luikunyi, the Yangtzo Viceroy, has received a letter from the British, recognising his patriotism and pertinacity in opposing tho consummation of tho EussoChincso Manchurian Convention. Tho Times, commenting on the matter, says that it is hardly doubtful, as a similar communication has been sent to Chang Cbituug.
