OPINION OF THE POWERS.

Tho Times’ correspondent at Pekin reports that the Powers consider the present a favourable opportunity of securing recognition of Manchuria as an integral part of China. The Foreign Ministers aro accordingly malting arrangements to hielude the desired recognition of Manchuria’s position in the general settlement of the Chinese difficulties. Li Ilung Chang believes that Prince Tuan and Tungfuhsiang are creating a diversion by raising a rebellion in order to secure their personal pardon. Sydney, A pril 10.
