KING’S MESSAGE TO FRANCE. By Telegraph—Press Association—Copyright London, March 21. Lord Carrington, announcing tho accession, and speaking in tho King’s name, exchanged congratulatory addresses with Loubot, at the Elyqoo Palace. He said that cordial relations existed between'Britain qnd Franee, and it was his desire to steadily strengthen them.
