The Gisborne Times. PUBLISHED EVERY MORNING, GISBORNE, MARCH 15, 1901 AN UGLY INCIDENT.

A sensational incident is reported from China. A Russian general gave orders to a British engineer to cease work on the ground that he was a trespasser on property that had been conceded to Russia. The engineer was then told to proceed with the work, even if ho had to be protected by an armed force. Probably the affair will blow over, but just at present it has an ugly aspect. Russia will no doubt, as usual, pause when there is a risk of a conflict, but directly affairs become quiescent again there will be another step forward. The incident shews that there was a good deal in what Li Hung Chang was reported to have said,' that if the foreigners were left alone they would soon quarrel among themselves, though he did not put it quite so politely as that. Further develop.ments will be awaited with some anxiety.
