DESIRE FOR PEACE,
KRUGER AND THE CZAR. By Telegraph—Press Association—Copyright. London, March 4. The Daily Express states that Lord Kitchener has allowed Botha facilities to communicate with Kruger, and that he informed the ex-President that there was a desire for peace on all sides.
Kruger has communicated with the Czar, urging him to use efforts to obtain the application of tho Hague Peace Convention principles. Russia reminded Kruger that he commenced the war.
The Times reports that Colonel Bethune has occupied Ruckhoff:, in order to be able to deal with roving commandos.
Sir H. Campbell-Bannerman, speaking at Oxford, admitted that some sort of provisional temporary government, probably military, should precede the establishment of representative institutions in the conquered republics. It was imperative that the burghers should be restored to their farms and given assistance.
