Mr Balfour said compulsion would bo wild and ruinous. It would ruin tho laborers. Tho Irish Lands Purchase Acts had successfully eroatod sixty thousand peasant proprietors. Air Wyndhnm said it was impossible to risk 120 millions of pounds and plungo Iroland into litigation. Sir 11. Campboll-Bannornmn supported tho amendment, which was rejocted by 280 to 140. Tho Irish Nationalist Pross reminds tho doctors that their claims nro only grautod in rosponso to turbulont vio lonco and rofusal to pay ront.
