The Russo-Chinese Bank has undertaken to construct for China a railway from Lake Baikal to Port Arthur, on condition that it is entitled to work the line for thirty years. In the House of Commons Lord Cranbourne, resuming the debate on tho Address-in-Rcply, said that friendly representations made to the Russian Government in regard to the Shanhaikwan ’railway had been largely successful. Assurances had been given by Russia that the agreement with China with reference to *
Manchuria was a more modus vivondi with the object of preventing disturbances. No sequestration of territory or a Russian protectorate was intended. Tho restoration of the Ninchwang railway was promised. Lord Cranbourne added that he was not aware any Government desired to send an expedition to Taiyucnfu.
