TO THE COUNTY ELECTORS GISBORNE HARBOR DISTRICT. Rabies and Gentlemen, — I beg to announce myself as a candidate, and to solicit your votes at the forthcoming Harbor Board Election. In view of the rapid and steadily increasing development of the district, it is becoming a matter of the most Urgant .necessity to provide increased shipping facilities for the great expansion in the trade of our port. I am therefore in favor of a Progressive policy, and believe that by judicious expenditure and a moderate cost, vessels of much larger draught than at present could come in, and much of the present lighterage charges be saved to the port. If elected, I should, while carefully watching all expenditure, endeavor to have such works carried out as would utilise what has already been done, and afford some return for the money already spent. TO THE BOROUGH ELECTORS. and Gentlemen, — Having been nominated for a seat on the Harbor Board, should you honor me by electing me as one of your representatives, (Ist) All my energy will be concentrated in advocating the pushing ahead of the work recommended by Mr Napier Bell, to enable steamers and woolships to go alongside the Quay to discharge and receive cargo. (2nd) That the finance of the Board be so regulated that as soon as possible Wharfage Rates be abolished. (3rd) That, generally, I shall persevere to conserve your interests.
