GISBOENE HARBOE BOARD. TO THE COUNTY ELECTORS OP THE GISBORNE HARBOR BOARD. Ladies and Gentlemen, There being a general election for members of the Board to bo taken next month, I beg respectfully to offer my services. At present the Board have arranged for a large quantity of work, including the extension of the groyne and the building and using of an expensive dredge. The groyne and the dredge will cost about £22,000, and in addition to this the working expenses of the dredge have to be provided for. This work has been submitted to Mr Napier Bell for his approval, and his repor recommends the work being carried out. As a layman, if elected to the Board I shall do my best to see the present authorised work carried out with expedition and economy. From a perusal of the statement of accounts published to the end of 1899, and a glance to-day of what the figures will be in the Board’s statement to 31st December, 1900, I am strongly of opinion that without any alteration to the existing wharfage tariff, with which the district appears to be satisfied, the revenue of the Board in the very near future should with proper economy be such that no harbor rates should be collectable, and that later the wharfage rates should bo reduced as the volumo of the trade of port increases. If elected, I will do my best to see—(l.) That the shipping interest gets as goo facilities as it is entitled to in such a port as Gisborne. (2.) That the accommodation for passengers coming and going shall receive fair attention at the hands of the Board. (3.) That the large expenditure to which the Board is at present committed is carried out with the best economy and with due consideration to the best results. (4.) That the finance of the Board should be worked with a view of—(a) Abolishing the existing harbor rates, (b) Reducing the existing wharfage rate.
