Radies and Gentlemen, — I beg to announce myself as a candidate, and to solicit your votes at the forthcoming Harbor Board Election. In view of the rapid and steadily increasing development of the district, it is becoming a matter of the most urgent necessity to provide increased shipping facilities for the great expansion in the trade of our port. I am therefore in favor of a Progressive policy, and believe that by judicious expenditure and a moderate cost, vessels of much larger draught than at present could come in, and much of the present lighterage charges be saved to the port. If elected, I should, while carefully watching all expenditure, endeavor to have such works carried out as would utilise what has already been done, and afford some return for the money already spent.
