Columbia officials to take all necessary precautions to protect the capital,against the flood waters now roaring down the Potomac. Mr. Roosevelt personally inspected part of the high-water area.. The Potomac flood is slowiy receding after reaching a record .level; inundating several of the capital, and .causing many millions of dollars damage. In Maryland and Virginia the damage even exceeded the flood disaster of 1936. At least 15 persons have been drowned. _
