The decision., to form, a Shipping Ministry is believed to be the result of urgent representations by . the United States authorities for the more expeditious handling of shipping. It will mean that the administration of shipping, formerly handled by the Department of Supply, Customs and Commerce will be co-ordinated under one department. ... It is understood that the broad policy of the new department will be to control all vessels, including their routing and cargoes, their loading, unloading and dispatch arid, generally, to ensure that every vessel and every ton of cargo are directly and speedily connected with the war. This control will extend, to.wharf age matters.
