FINANCE BILL

MACHINERY MEASURES SPECIALIST SERVICES (P.R.) WELLINGTON, this day. A clause in the Finance Bill introduced in the House of Representatives yesterday, which authorises the refund of a portion of the fees paid to medical practitioners for specialist services under the social security scheme, limits the refund to a patient to 7s 6d for each attendance and is made retrospective to November 1, 1941. Claims must be made within two months or within such extended time as may be allowed by the medical officer of health in special circumstances. . . Among other clauses, most of which are of a machinery nature, is one authorising the refund of a portion of the sales tax paid in respect of materials used in the manufacture ot goods subject .to a lower rate of sales tax. This applies particularly to clothing, which is subject to a 10 per cent sales tax on the finished article and to 20 per cent on the material. The clause will, therefore, reduce the tax on material to 10 per cent when it is used in manufacture. Authority is given by the Commissioner of Taxes .to refund instalments of social security and natural security taxation in cases of hardship.
