US. WAR DEPARTMENT CONGRESS TO INQUIRE (2 pm) WASHINGTON, Oct. 11. The Government’s concern over shortages of man-power took a unique turn as evidence indicated that the war agencies themselves have become oyer-staffed with civilian employees who might be better employed in the armed services, says the New York Times. / Congress will investigate such questions as to why civilian employees in the War Department now total 1,100.000, which is approximately 182,000 more than the entire Governmental establishment at the peak of the last war.
