HELP FOR SPAIN
AMERICAN PROPOSAL VOLUNTARY PROGRAMME (11.30 a.m.) WASHINGTON, Aug. 28. President Roosevelt told a press conference that he proposed a broad plan for the Americas to help Spain 'repair her civil war damage and cultural treasures and to stimulate postwar travel to Spain. The programme will be purely voluntary, funds coming from foundations and voluntary contributions. He said “Of course the programme is predicted on the assumption that Spain remains neutral.”
This brought a question as to whether the plan is intended to influence Spain. Mr. Roosevelt definitely repudiated the idea, saying that it would impugn the motive. Asked were there not many who would object to helping General Franco’s Government in any way, Mr. Roosevelt replied in the negative, remarking that the cultural treasures of any country would survive Governments.
