TROUBLE OVER STEEL <9 a.m.) NEW YORK, Aug. 28. At Cleveland, the Federal Court granted an injunction restraining the Kaiser Company, which has a provisional agreement with the Government to build giant Mars transport planes, from dealings in the “black market” of the steel industry. The Office of Price Administration alleged that Kaiser had bought more than 500,0001 b of steel at £1302 above the ceiling orices, and also was paying double the railway freight rate for split carload lots.
