FALL IN PRODUCTION TO WORKERS PENALTIES INVOLVED (Reed. Dec. 29, 3 p.m.) MOSCOW, Dec. 28. ■The Soviet radio appeals to workers to “cease slacking and increase production and prevent sabotaging socialism.” The radio declares: “Industrial discipline has been alarmingly weakened. Production, especially in the heavy industries, has been greatly impt&ed, despite''the gravity of the times. This is intolerable and must be combated. managers must control the attendance of workers and the quality of their work, in default of dismissal and otSrer penalties.' The private lives of tl/e/workers must ,be supervised.”
