FINNISH QUEST . ARTILLERY GENERAL (Reed. Dec. 29, 9 a.m.) NEW' YORK, Dec. 27. The Washington correspondent of the United Press of America states that the Finnish artillery chief, Lieut.--General Nenonen, is seeking to persuade the United States Army author!-' ties to follow the precedent of the Navy, which waived the prior rights to warplanes in order to permit a supply to Finland. General Nenonen seeks trench mortars, anti-aircraft and anti-tank guns, types of which, it is understood, the United States Army is deficient.
