NEGOTIATIONS FAIL
SWITZERLAND AND ALLIES TRADE PACT TALKS (Reed. Dec, 29, 9 a.m.) BERLIN, Dec. 28. X Swiss . mission attempting to negotiate an economic agreement with the Allies has returned from Paris. Official circles state that Switzerland refused to accept the Allied interpretation of the contraband control procedure. The Swiss are determined to maintain their economic independence at all costs, although drastically curtailing trading with belligerents.
